Addition of area definition and inpoly test

This will allow some np.where tests in the definition of meshsize field This is probably not fully clean and at the general level of seamsh... Moreover this capability request the shapely module (as I don't want to develop a full python algorithm for testing if a point is inside and area or not) By the way I think this capability could be useful
